China. This will involve the indefinite postponement of the formation of the Company, for which the subsidy was proposed, and it seems exceedingly doubtful whether matters will be sufficiently advanced to justify the payment of any subsidy for commercial aviation in 1930.

Mr. Vaughan Fowler however, is approaching

the question from another angle and has recently proceeded

to England. My despatch No.150 of the 14th March, 1930, and Seul 3o the enclosure thereto will have conveyed such particulars

as are available of his new proposals. I understand that in Circ

Mr. Vaughan Fowler is exploring the possibilities of

inaugurating an air-service to French Indo-China. It is too early to form any definite idea of what progress may be

subject to made in 1931, but with Your Lordship's approval I propose to include the item of $100,000 as a subsidy for commercial

aviation in the Estimates for that year.
